Since both are live vaccines, it's safest to give them separately. Marek's should go first because it's most effective before exposure. Then, wait two weeks before fowl pox. Cracked eggs are risky, but I once saved a few by sealing them with melted beeswax. They hatched fine, but I had to monitor humidity constantly. It's extra work!

Are they getting plenty of access to food throughout the day? If they're in a mixed-age flock, sometimes older birds outcompete younger ones.
