It might just be a phase. Sometimes chickens do weird things for no obvious reason and then snap out of it a few weeks later. I'd keep guiding them inside until they relearn the habit.

Consider rotating treatments. Use diatomaceous earth one week, then a neem oil spray the next, to prevent lice from adapting to a single method.

My hens were fully grown by around 6 months, but they didn't fully fill out in the chest and back until about 7 months. Also, their combs and wattles keep growing until about that time. You might also see them starting to mature sexually at this point, which can help tell when they're fully grown.
