Maybe she's just a natural guard quail! If she's not harming her flock, it might just be her way of asserting dominance.

My dominant quail hen used to charge at me, but once I started hand-feeding treats, she became much friendlier. Try giving her mealworms or greens!

If she only goes after humans, she might associate people with something negative. Has she ever been handled roughly or startled by sudden movements?
One day I'd love a house in the country, with some chickens, dogs and kids.

Could just be her personality! Some hens are extra feisty, especially if they're at the top of the pecking order. As long as she's not hurting her flock, she's probably fine.

Some quail hens naturally take on a more dominant role, especially if the male is more passive. She may see herself as the protector of the group. If she only targets humans, she could view you as a potential threat. Try offering food from your hand to see if she softens up.
