If the shavings are truly dust-free, they might be okay, but I'd personally stick with pine since it's widely recommended and proven safe.

I'd suggest kiln-dried pine instead. It's cheap, widely available, and won't cause potential respiratory issues like fir might.

I used fir once, and my chicks were fine, but the smell was strong. I ended up switching to pine, and it seemed fresher.
