A vitamin deficiency, especially vitamin B or E, could be causing her to act this way. You might want to try a poultry vitamin supplement.

It sounds like she is acting broody, even if she is not sitting on eggs. Some hens get hormonal changes that cause similar behaviors.

You could try isolating her for a day or two in a quiet space to monitor her behavior more closely. Sometimes rest can help reveal what is going on.
